Great question which most of us do not think about it. All organizations have alignment however the question is "how effective or efficient is it".
Functional alignment simply stated would be to: 
Ensure all functions in an organization are aligned and focused on goal of meeting the intent of the company owners (public or private). 
 
The requirements for Proactive Maintenance Functional Alignment are:
 1. Process Maps are critical and should be used to train new employees and to enhance continuous improvements. I think these maps should be posted and discussed based on specific guidelines.

2. Roles of Responsibilities must be clearly defined, communicated, and followed. I recommend RACI charts are posted with Process Maps.

3. Example Measurements of to ensure an organization has alignment:

> Maintenance Cost as a % of Replacement of Asset Value 

> Maintenance Rework > Total Cost as a % of Replacement of Asset Value 

> Production Cost as a % of Replacement of Asset Value 

> Maintenance Parts/Material Cost by month - Trended 

> Production Material Waste or Rework 

> Schedule Compliance by day by week 

> All stops, by cause, by category of production 

> Less than 6 minute stops by reason

4. Failure Mitigation and Elimination should be focused on Process and Asset Reliability Losses with specific triggers which identifies resources, expectations, "lessons learned", etc.
