A work plan represents the formal road map for a project. It should clearly articulate the required steps to achieve a stated goal by setting demonstrable objectives and measurable deliverables that can be transformed into concrete actions. An effective plan serves as a guiding document, enabling the realization of an outcome through efficient team collaboration.

Before developing the methodology to create an effective plan, it can be useful to define some relevant nomenclature. Goals, strategy, objectives and tactics are terms that are often used interchangeably. However, each has a specific meaning.

A goal defines what you are trying to achieve and represents the mission concept. For example, a hypothetical example might be to achieve world domination, or perhaps something less ambitious, like make your company more profitable.

Strategy defines the broad strokes that will help achieve that goal. For example, one strategy to make a company more profitable might be to improve the efficiency of marketing dollars. Another might be to reduce costs or enhance the product offering to increase total addressable market.

Instructions for Completing the Work Plan template

Six months after submitting their applications for the Balancing Incentive Program, States are required to submit a Work Plan, consisting of:
  1. A completed Work Plan Table Template, found on the next tab. The Work Plan Table Template includes a series of interim tasks necessary for achieving the structural change requirements, deliverables that demonstrate the completion of each interim task, and due dates for deliverable submission.  The Work Plan Table Template allows you to fill in Companion Text for each interim task. Specifically, the State should describe the current state of the task, experienced or anticipated challenges to completing this task, and the State’s plans to address these challenges.  
  2. Several initial deliverables, highlighted in grey in the Work Plan Table Template.  States should create a separate document for each deliverable and submit them with the completed Work Plan Table Template.
The work plan can be filled out in Excel in the tab labeled “Work Plan Template.”   Note that definitions of items can be found in cell comments, as indicated by a red triangle in the corner of the cell.  Hover your cursor over the cell to display the comment.
